Over the fifteen or so years since the United States’ second civil war (this one over the right to abortion), it has become the practice to dump unwanted babies in a half-destroyed, middle-sized city – its name now long-forgotten – instead of aborting them. Rather than restore the city to its former grandeur, the government has decided to turn a blind eye to this practice for fear of disrupting the as-yet-shaky peace that has blanketed the nation.
From a place to dump unwanted children, the city has morphed into a haven for runaways and criminals, the majority of them teens or pre-teens. The one thing the government did do before leaving the city to its own devices was to put up various fences and surveillance cameras – however, if one manages to get through (either to dump one’s child or oneself), it’s figured they should be allowed to stay. Truthfully, the government is more concerned with keeping the city dwellers from escaping than outsiders from getting in.
Isolated as they are, the children have developed their own primitive society. Though most survive on their own, groups of two or three (and on rare occasions, even four or five) teens will wander the streets protecting one another’s backs. In a world where the only rule is ‘survive with whatever you’ve got,’ the mortality rate is high and anything goes.
